| dc.description.abstract | The Norwegian offset guidelines are up for revision, and this study has been part of a process of establishing a new
Norwegian offset policy and practice. The purpose of this report has been to conduct a comparative study of offset
policy and practise in six other nations to gather ideas and learn from the experience of other countries using different
instruments for achieving their strategic goals for offset. The study will form a foundation for the following process of
defining the new Norwegian guidelines by describing the space of opportunities available, discussing advantages and
disadvantages of different instruments and policies.
Offset is one of many means available to achieve the objectives defined in a national industrial strategy for the Defence.
This strategy is also up for revision, and it is crucial that these processes are coordinated and that the new offset
guidelines are consistent with and support the objectives defined in the new industrial strategy.
The report starts by describing the international defence market and its characteristics, explaining the rationale behind
offset and some trends related to the European defence market in particular. Then offset policy and practice are outlined
for seven nations, including current practise in Norway. Last various instruments and means are described and discussed
based on its relevance for Norway, and finally the space of opportunity is summarized as input to the continuing process
of revising the Norwegian offset guidelines. | en_GB |
