This study gives an overview of the new trends in terrorism against maritime targets. The first part of the study gives a brief outline of the general trend in choice of targets, choice of weapons and tactics. The second part gives more detailed information on attacks against Norwegian maritime interests, cruise- and passenger-ferries, attacks against cargo ships and port installations. The third part of the report offers case-analysis of two of the most important actors in maritime terrorism, LTTE and al-Qaida. Lastly, some scenarios are briefly discussed. The main point in the report is that the trends for maritime terrorism mirror the overall trends for terrorism, and that maritime terrorism is a marginal phenomenon compared to terrorism at large.en_GB
