dc.description.abstractAt the EU December 1999 European Council in Helsinki it was decided that the Union by 2003 should establish an autonomous capacity to conduct military operations in response to international crisis. The aim of this report is to take a closer look at the industrial and technological challenges Europe is facing in supporting this ambition – also in a transatlantic context. The first part of the report deals with overarching issues like the recent structural changes within the European defence industry, political aspects, transatlantic cooperation and challenges, economy and RMA. The more specific military challenges connected to the listed lack of capabilities from the Helsinki summit, are dealt with in the second and last part of the report – including the probability for success.en_GB
